Dear Executive Member:
The [Subcommittee] on the China mission wishes to submit to you the following plans which have been worked out by that Committee:
1) Mrs. Innes has been appointed as the British representative to serve on this Committee which consists of Louie Bennett, Chairman; Members: Clara Ragaz, Kathleen Innes and Madeleine Doty.
2) Miss Edith Pye has been nominated by the British Section as the representative whom they wish to send to China. They wish to submit this name to the Executive and ask for the formal acceptance of Miss Edith Pye as the British delegate to China.
3) The [Subcommittee] on China agree that it is essential that a British representative be sent to China in view of the extent to which the British Government is involved in the situation there and the [Subcommittee] therefore favors the sending of two delegates, Camille Drevet and Edith Pye.
4) The British Sections agrees to raise funds for the two delegates, Camille Drevet and Edith Pye, jointly. It is further agreed that the sums raised shall be placed in an international fund to finance the two delegates. If the money so raised is not sufficient for the expenses of the two delegates, the whole question will be reconsidered by the September Executive Committee.
5) The object of the delegation remains the same as that in the circular letter of March 26th:
a. to establish closer contact between the Chinese women and the women of other countries.
b. to confer with Chinese women on the question of national sovereignty.
c. to investigate industrial conditions.
d. to [develop] interest in the W.I.L.P.F. in China. [page 2]
6) It is agreed that in order to assure success to the delegates in China, it is essential to obtain information that the Chinese women will be willing to receive such a delegation and give the necessary assistance. Mrs. Grover Clark, the representative for the U.S., who is already in Japan, is being asked to make inquiries as to the possibility of the delegation being assured a friendly reception by the Chinese women.
Louie Bennett, the Chairman of the [Subcommittee] on China, states in regard to the above points:
"I am in favor of the International Executive accepting the British explanation of their attitude regarding China and of at once proceeding in our plans for this enterprise. (See correspondence in minutes between officers and British Section).
"I am strongly in favor of Miss Edith Pye as the British delegate. She will complement Camille Drevet admirably. I hope the Executive Members will notify Headquarters at once of their sanction of her inclusion in the delegation."
The [Subcommittee] is at present preparing an appeal for funds which it wishes to send to every member of the W.I.L. feeling that this is the only way in which we can secure an adequate sum for the trip to China. The [Subcommittee] is sending the letter to all National Sections asking either to let Headquarters send this appeal to all their local members or for the sections themselves to send the appeal to all their members. This letter with the appeal [will] be sent to the Executive as soon as it is ready.
Will you please let us have a prompt reply to this letter so that the Committee on China may proceed with its plans.
