I am very sorry that I made the suggestion that Miss Balch might still be considered Treasurer on the ground that she was the only person who had ever borne that title. I withdrew the suggestion in the letter sent you from Cleveland accompanying our affidavits and I can only repeat that withdrawal with my sincere regrets. The situation is, however, just where it was before is it not?
To my best belief the original Constitution, Minutes of the Executive Committee and all official documents are at our Headquarters in Geneva. It is our only International office and documents are all there.
The confusion which you observed in the Congress reports is due to the fact that the Minutes of the Executive Committee Meetings are not reported in the Congress reports. The members of the Executive Committee and the President are elected by the body of the Congress. The other officers are elected by the Executive Committee from their own members.
The statement which you quote from the Congress reports means that Madame Ramondt-Hirschmann had been duly elected by the Executive Committee. The Minutes of the Executive Committee Meetings are in Geneva with all our other records. I wrote you fully about the possible lack of record concerning Madame Ramondt-Hirschmann both at The Hague Meeting in 1922 and at the Dublin Meeting because I wish to avoid any confusion when Mr. [Tibbitts] should arrive in Europe if he did not know the exact status. I am quite sure, however, the documents will be adequate.
As Miss Balch is near New York and is quite as conversant with the origin of the League as I am it is very much better to communicate solely with her.
