Enclosed is a memorandum of the W.I.L. economic policy which the Executive Committee asked Louie Bennett of Ireland to draft and submit to the Preparatory Committee for the Economic Conference.

Will you please give this memorandum your immediate attention and reply at once if you are prepared to give it your full support. This memorandum is based on material which is to be found in the Zurich, Washington and Dublin Congress Reports.

We have been asked to submit this memorandum to the Preparatory Committee for the Economic Conference of the League but we should like first to have a reply from you.
