Dear Miss Addams,

You will have received a cable from us asking you to hold up the W.I.L.P.F. letter to the Chinese women until you heard from us. This is to tell you that our Executive meeting [today] has been much disturbed by the phrase "to withdraw armed [forces]" because we think it ambiguous. We wish to put it on record that we interpret the phrase as referring to the armed [forces] sent to China this year and in that sense only we are prepared to support it. We should be glad if you could convey this interpretation in some way to the recipients.
