My dear Miss Addams;

This is just a note to tell you that the cries of distress from the Continent & most of all Vienna have become so overwhelming that I am going to modify my plans so as to get to both Berlin & Vienna before I return. Not that I can help any here, but If I go I can possibly be of more use when I return home. It is imperative if hundreds of thousands of people are not to freeze & starve this winter that America's supply of [page 2] relief shall not diminish, but be increased. Already England has put an embargo on coal exports because of the strike & Vienna freezing & her factories idle.
