With a view to the coming meeting at Christiania I have pleasure in sending you herewith copy of some observations which I received from Monseigneur Dr. Alexander Giesswein of Budapest and Prof. Prof. Robert Michels, Bale in regard to Prof. Dr. Halvdan Koht's "Avant-Projet d'un Traité Général".
