Dear Executive Member,
I am sorry to tell you that the replies from the people invited to speak at the Scientific War Conference are most disappointing. I have asked a large number of scientific men and women from various countries as suggested by members of our Gas War Commission and the sections but have received nothing but refusals. Professor Langevin is the only first rate scientist who has accepted and Dr. Höjer, the doctor of medicine of Lund, is the only other certain speaker. Prof. Zangger of Zurich said he would come if he could but other occupations may prevent him. That being so it seems to me we cannot arrange a conference on such insufficient material and that Prof. Langevin would not be willing to come under such circumstances. I therefore most reluctantly recommend that we postpone it until we can discuss the matter and get acceptances from a sufficient number of scientists to ensure some degree of success. I think you will agree with me that it would do more harm than good to have a conference with insufficient speakers. I should be glad to have a card from you giving your consent to the postponement of the Conference and will then announce the decision to the sections. I have consulted Frau Ragaz by telephone and she regretfully agrees with me. The various bodies to whom we sent invitations have almost all refused.
