Miss Bennett has sent in the following suggestion which she asks me to forward to you:

“As it will be extremely difficult to deal with the misunderstanding between the British and the French and German Sections arising out of the September Committee Minutes, in a full meeting of the Committee with consultative members, I suggest that 3 or 4 members of Sections not immediately concerned, be appointed to investigate the whole matter, and to [endeavor] to find a basis of agreement in the various issues raised, which would be accepted to both sides. This group (or [subcommittee]) might meet on the evening of the first day of the Committee meetings.”
