Conference on Scientific War
It is with extreme regret that I have to tell you that we are obliged to postpone the conference on scientific warfare owing to the inability of practically all the speakers invited to come to Geneva in March owing to their other engagements. We shall hope to have a meeting of our Chemical War Commission before the Executive Committee and to fix a later date at which the conference can be held. If you have sent notices to people in your country perhaps you will kindly inform them of the postponement.

I enclose the following documents dealing with a change in the Constitution:
1) document from the Irish Section,
2) document from the Social Group in Austria,
3) document from the German Group in [Czechoslovakia],
4) document from the United States Section,
5) document from the Dutch Section.
Russian Disarmament Proposal
The Vienna Political Group of the W.I.L. has published a German translation of [Litvinov]’s fourteen points and his speech to the Disarmament Commission and suggests that the other sections might usefully do something similar.
