I send you enclosed a copy of a letter which I have sent at the request of Madame Duchêne and with the approval of Fräulein Heymann, to Mr. Loudon, Chairman of the Preparatory Commission for the Disarmament Conference, concerning the recent Russia proposal.
I also enclose a copy of the resolutions passed at the annual meeting of the German section of the W.I.L. held at Duisburg; October 28th to 31st,
