Dear Miss Doty --

Answering your last letter I am sorry to see that there seems to be a misunderstanding about the signatures to draw 1000-frs out of the Special fund laid aside at Miss Addams' special wish which I whole heartedly supported. The signatures given [were] those of Cor Ram. & C. E. Marsh. & G. B. But two out of the 3 are sufficient to draw a sum out of the fund.

At Liège the finance Com. (through their rapporteur Cor Ramondt) recommended & the Exec. Com. accepted to take 1000 frs. out of the 5000--frs. for buying a multiplicating machine and pay expenses for officers' meetings. I did not agree -- not because I do not approve of buying a Rhévéo. On the contrary I think we ought to have the best technical equipment in order [page 2] to save as much human strength as possible. But the money ought to be taken from the regular Budget for things like that & this Special fund should be reserved for urgency cases which might & -- I am afraid will sooner and later make a political action [on] our part urgently necessary. Thus, knowing that 2 of the 3 given signatures are sufficient, I am of opinion that they ought to be given by those 2 [coworkers] who voted for the proposal: C. E. M. & Cor Ram.

Please, submit this letter to the officers' meeting that the officers may know my point of view.
