My dear Miss Addams:
Fearing that the night letter that I sent you last night may not be [intelligible] I am writing. I never had as difficult a time sending a telegram before. I telephoned the message and the girl who received the message was somewhat deficient mentally. It was raining, and the connection was bad at the beginning. She had never heard of you and insisted that it should be James Adams; Pan-America she wrote -- Can America? Latin America -- Patent in America, [etc.] It took me 35 minutes to telephone that message. The last message sent to Miss Woods, which was as long as yours, took three minutes to send.
As I do not know whether Miss Lutz ↑or Miss Landázuri↓ will come, and you are too far away to confer with, and I cannot reach others of the Committee. It is impossible to make a definite program. Miss Woods wrote that the "Debtor and Creditor Nation" program had been given up and that possibly Pan America Com. could use that time. I have thought all the time if we could have one meeting of "Big Guns" on general principles of Pan-Americas position and contribution to world cooperation, followed if possible by ↑another [meeting] at which↓ short speeches from each of the delegates from Latin America and Canada, we might accomplish something worth while. If ↑at the end↓ [an American] a U.S. member would introduce the resolution calling upon our respective governments to refrain from collecting private debts with force, strongly seconded by a Latin Amer. and a Canadian, we might have a tiny bit of influence upon our [government].
I sent all the material to Miss Woods that I had received and as she, you and the Com. had all the information in regard to all available delegates in Washington, New York [etc.], I thought that you could make the best program. I am very anxious for you to get home to talk over the whole matter with you.
The psychologic [effect] of having each delegate ↑speak↓ will react favorably in stimulating further work for peace in each country represented ↑I believe↓.
[written down left margin] ↑I am [enclosing] a letter just received from Mr. Hayford the Gold Coast man here working for funds to establish missions and schools in his home country.
