To the Members of the American Commission on Conditions in Ireland:
Enclosed is a statement which was given to the press and which contains copies of cables sent to the other side. In the case of the cable to President De Valera it was sent in a covering cable to James G. Douglas for use at his discretion there.
As it did not seem possible to have a conference of the Commission, only the names of those who desired to send this matter out were added to the cables and you will notice that they were specifically drawn as stating "members of" so that it is not actually sent out in the name of the American Commission.
