My dear Miss Addams

Very many thanks for your letter. We are indeed glad to know that you are on the Commission of Enquiry into Irish Affairs. The statement you have sent us is of great interest as knowing that your Commission have adopted a wider scope than an enquiry into Reprisals.

You will already have heard from Mr. Felix Morley that we are prepared to send a delegate to give evidence before your Commission if expenses are paid. We are very anxious however to know if you would wish to have from our ↑delegate↓ a general outline of conditions here & suggestions from us as to "a way out," or do you wish simply [page 2] for authenticated facts as to conditions in this country?

I have discussed the subject of an International Court of Conciliation to mediate between England and Ireland, with various people; the difficulties in connection with such a scheme appear to be almost insurmountable.

I am personally of opinion that it could only be attempted if your American Commission could come into touch with some International [organization] and draw together from such an [organization] a group of publicists to work upon a scheme of continuous mediation which the outlines of which would have to be drafted by your Commission. -- This is only a personal suggestion, -- but I hope to [get?] further discussion for it here.

Events tumble over one upon another these days, and thought is difficult.
