Could not America initiate such a Court of Conciliation? -- I would suggest that would be a more useful work than an investigation into "atrocities". -- Do you see your way to approach Jane Addams on the subject, and she might get some influential people to take up the idea and try "[materialize]" it.
Or do you think the Swiss Government could better move along these lines?
I want to remind you that Ireland's accredited spokesmen have repeatedly asserted that the problem can only be solved by a Treaty of Peace, giving guarantees of security and independence on both sides such guarantees to be ratified internationally. They have over and over given the right to choose their own government, they will not allow their island to be made a danger point for England: that when Ireland is free, she will cease to be any enemy of England, that she will in fact desire, in her own interests, to establish friendly relations with England, and that she is prepared to give guarantees to that effect.
If an unprejudiced International Court offered mediation and guarantees of good faith and security to both sides to refuse the offer. Nor could the excuse of "domestic politics" be accepted now that Irish affairs have become a disgrace to civilization.
