FIGHT THE FAMINE COUNCIL
Preliminary Notice.

Dear Sir,
The Fight the Famine Council have much pleasure in inviting you to a Conference on NOVEMBER 4 5 & 6 to consider the present famine in Europe, and the steps to be taken to arrest it, and to [reestablish] sound economic conditions.
It is suggested that the work of the Conference be divided into two main sections. (1) the presentation of facts showing the existing conditions. Reports will be received direct from the countries concerned. (2) The International policy to be adopted for remedying existing conditions. The following aspects of the subject are suggested for discussion: --
1. The extent and character of the present reduced production. What are the needs and degree of shortage? : --
a. Food and raw materials.
b. Transport, shipping and railways.
c. Credit.
2. The maintenance of trade and industry during political unrest.
3. The Co-Operative Movement and the needs of the present situation.
4. The advisability of an internationally guaranteed League of Nations' loan. [page 2]
5. International control of food and raw material. The function and position of a world Supreme Economic Council. The Supreme Economic Council and the League of Nations.
6. The Famine and the economic clauses of the Peace Treaty.
7. [Labor] Claims and the world shortage.
8. Emigration as a relief measure.
9. Spheres of private and public action in famine relief. Position of the International Red X.
10. Famine as an international sanitary problem, (e.g: Red X.)
N.B. In 4, 5 and 9, how far should international action be inter-governmental?
