Dear Miss Addams: --

I learn from various sources that you, Dr. Hamilton and Mrs. Lewis feel you cannot wait indefinitely to find out from Mr. Hoover if he can give you passports. I hope to be in Paris within a day or so to see Mr. Hoover, but if you are still in Paris, I hope you can see him yourself and find out what the probabilities are. I am most anxious that the original plan can be carried out with you as leader of the party. If this is not possible, I feel the whole plan will have to be started anew, which will be a great misfortune. Believe me,
