Dear Miss Addams

Would it not be possible for our government simply to repudiate the German Kaiser and his government and lead the neutral nations in such a movement and so help the German people to throw off Prussian [page 2] militarism? The idea occurred to me this afternoon as I read and thought of one uncivilized thing after another which they have done. They really ought do not deserve recognition and a movement which would show them that the world felt them beneath recognition ought to help [page 3] the people of Germany form a sane government.

Please don't bother to answer this. As a mother of three sons who want them to live for humanity and not die for traditional honor of a country, I am constantly trying to think of some way to help.

If there is any way in [page 4] which I can help I shall be so glad. Certainly our democracy seems to be falling rapidly into Prussianism these past few days and we are putting far too much authority into the hands of the President and an appointed few -- possibly a safe measure in this case but a very dangerous precedent.
