Biographical Text

Julia Wales was a Canadian educator and peace activist. She was born in rural Quebec, the daughter of a physician. Wales earned a Bachelor's degree from McGill University in 1903 and a Master's degree from Radcliffe College in 1904. She was a student and professor of English literature at the University of Wisconsin in Madison, and she earned her Ph.D. at the school in 1926.

Reports from the war in Europe in 1914 motivated Wales to join the peace movement. She authored the "Wisconsin Plan," which suggested a conference of neutral countries to mediate a peace. The initiatve garnered a great deal of attention, including the active support of Henry Ford, and President Woodrow Wilson was interested. After the 1915 sinking of the Lusitania, which killed more than 120 Americans, the United States altered its neutral stance, eventually entering the war in the spring of 1917. However, Wales' determination for peace did not end. In April 1915, she was a delegate, along with Jane Addams, to the International Congress of Women at The Hague, also known as the Women's Peace Congress. Wales spent the remainder of her life as a pacifist, publishing a number of books and articles on the subject, including Democracy Needs Education (1942). She lived in Madison, Wisconsin, until her retirement in 1947.

She never married, and she died in Quebec in 1957 the day after her 76th birthday.
