My dear Mr. Hart:—

I thank you very much for the honor of your invitation to write an article for the Encyclopedia of American Government. I am afraid it will be impossible for me to comply with your request as I write matters of that sort very slowly and the relation of social reform to government would require a great deal of care and research. I am sorry to decline, but know my limitations so well that I cannot undertake so large a piece of work just now.
