My dear Miss Addams,
The "Algemeen Handelsblad" of Amsterdam, Holland, is planning to feature during the ten days following June 15 a series of brief statements by Americans on the attitude of liberal public opinion here towards The Hague Conference and the Russian situation. I am strongly of the opinion that this proposal offers a unique opportunity to make clear, not so much to Dutch opinion as to European opinion, the predominant desire here among large groups for the participation by this country in the efforts now being made to bring Russia back into diplomatic and commercial relations with the rest of the world.
If you could find the time to dictate a brief statement of perhaps 500 to 1000 words, expressing your [judgment] either on The Hague proposal or on what you believe the attitude of our government should be in the situation, I am sure you would by so much strengthen the hands of those who during the next few critical weeks are again to attempt to reach some basis of agreement with the Russian representatives.
I am sorry the time is so short. Since it is desired to begin the publication of this series not later than June 13 or 14, it is necessary that the material reach us here late next week or first of the week beginning June 4.
I only feel justified in thus urging you to add to your already pressing obligations because of the paramount importance of the issue involved.
