My dear Miss [Addams]:

I know you will be interested in the enclosed plan which was presented by Mrs. Charles Sumner Bird to the Committee on Land Armament, of the Limitation of Armament Conference, of which General Pershing is Chairman. The enclosed editorial which appeared in yesterday's New York World is a symptom of the growing public interest and public discussion of this plan which so far as I can learn, is the most practicable and only concrete proposal that has been made.

I would appreciate receiving from you any comments you may have to make.
