1920 -- No. 4↓

Geneva, April 7th, 1920.

Dear ↑Miss Addams,↓

It appears that some of the members of the Executive Committee would be unable to attend our June meeting on the ground of expenses.

Miss Addams cannot come. Miss Macmillan, whose resignation has not yet been accepted, Mlle Gobat and I are all in Geneva. There are then only six persons concerned and some of them would probably pay their own expenses and others may be sent as delegates to our meeting by their national sections or as delegates to the Suffrage Convention by Suffrage societies.

The work of this committee meeting should be of crucial importance to us. It will have to take up the work where we left it at Zurich, plan our work for the next twelve months and make preliminary decisions as to our 1921 Congress. It must consider Miss Macmillan’s resignation and discuss our relation to the [organized] international suffrage movement.

One of our members, when suggested for the Executive Committee, raised the question of the expense of attending meetings and understood from Miss Addams that these would be paid. So far as I recall she never spoke of this with me and in working out a tentative budget for the two years intervening between congresses no provision was made for this expense but in answering an earlier letter from me as to sending fraternal delegates to the suffrage meeting then called at Madrid, Miss Addams wrote me “The matter of expense I imagine could also be cared for by vote of the Committee: I give my vote for a reasonable expenditure for our fraternal delegates.”

Taking into account these different considerations I want to ask the Executive Committee to [authorize] me to contribute from our international treasury as much as may seem necessary to enable members of the Executive Committee (but not Consultative Members) to come to the meeting, June 1-4[1]).

A PROMPT REPLY IS ASKED FOR,

Yours faithfully,

Emily Balch [signed]
