In amending the "Draft Law" to include youths who have reached the age of 21 since June 5th, 1917:

An Appeal is made,

1st -- To free from OBLIGATORY military service LAST OR ONLY children

2nd -- To place in Class 4 the small class of young men pursuing Post Graduate courses in scientific or cultural studies, -- to insure the source of teachers and investigators of the near future.
