February 21 1917
To <President> Hon. Woodrow Wilson, President of the United States,
White House, Washington, D.C.
The Executive Board of the Woman's Peace Party and representatives of its State organizations respectfully call your attention to Chapter one, Section three of the Overman Bill, called the espionage bill, which in our opinion threatens the liberty of speech and activity of the citizens of the United States and is dangerous to Democratic institutions.
